NAENAE COLLEGE COMMUNITY EDUCATION PROGRAMME
1. MISSION
Naenae College will administer a Community
Education Programme that will provide ongoing and lifelong learning
opportunities for adults within the local and wider Hutt Valley
Community in a manner designed to meet their defined and expressed
needs using available resources. The College is committed to the
provision of a welcoming and accessible learning environment and
courses that will attempt to remove barriers to achievement and
improve the lives of the participants, and society as a whole.
SPECIAL CHARACTER
The Naenae College Community Education
Programme attempts to cater for the needs of a community that has a
significant ethnic diversity:-
Maori 30%
Pakeha 35%
Pacific Island 22%
Asian 9%
Other immigrant groups ( eg A significant African community.) 4%
Although the college itself is a decile 2
school the students enrolling in the Community Education Programme
come from throughout the Hutt Valley. We therefore offer our Programme
to over 90,000 people. Within the Naenae area there is a substantial
refugee and migrant group and their presence is reflected in our ESOL
and Dressmaking courses and it is hoped that these numbers will
increase as the benefits of such courses become more widely
recognised. Our courses must also reflect the substantial Maori and
Pacific Island presence in our area and both languages are offered.
The college also participates in the Gateway
Programme in an attempt to provide more opportunities to senior
students considering their future pathways

We believe that Community Education Programmes
in schools such as ours offer much, both to the immediate school , and
also to the wider Naenae Community. Our College Charter identifies the
College’s intention to enhance ongoing learning opportunities by
establishing a partnership with the School’s community and to be
responsive to its educational needs and wishes. Our Community
Education Programme is an integral part of that endeavour .

5. APPROACH TO COLLABORATION AND
CO-OPERATION WITH OTHER TERTIARY EDUCATION
ORGANISATION
Generally our Adult Community Education
(ACE) courses attempt to reflect all strategies espoused by the
Tertiary Education Strategies (TES). Our MYOB (Mind Your Own
Business) course, for example, leads to a NCEA qualification, equity
of access and opportunity is clearly sought and most courses
contribute to the raising of foundation skills. We offer a wide
range of Computer courses and offer four Language courses including
Sign language.
Our Gateway Programme also reflects the TES by:-
- Improving linkages between Tertiary and
Secondary education and improved staircasing
- Supporting Industry’s identified skill needs
- Equipping learners to make informed decisions
about careers and ongoing learning
- Assisting Maori and Pacific Island students to
develop skills that will promote higher learning.
Our Programme also promotes personal development
in home skills, personal and family skills.
It is also responsive to needs identified by
Community Groups and helps fund a range of endeavours such as ESOL
Home tutoring, Womens’ Support, Whanau Support, Budgetting advice
and raising self esteem.
We have links with

- Secondary schools in the Hutt Valley/Wellington
area
- ACE Aotearoa Networks
- Key tertiary providers in the Hutt Valley

7. APPROACH TO MEETING NEEDS OF PACIFIC PEOPLES
Pacific Island students are a significant
part of our student population and the educational needs of their
families are also important. NaeNae College has a policy of appointing
Pacific Island staff to assist us to meet our objectives. We will
continue to encourage adults from the Pacific Island community to
participate in our Community Education Programme and will seek to
establish a closer dialogue with leaders of that group.
8. APPROACH TO MEETING EDUCATIONAL NEEDS OF
LEARNERS
Our ACE tutors are all experienced and
highly skilled. All have completed a course in Teaching Adults. Course
objectives and outcomes are clearly defined and are monitored by both
the Co-ordinator and participating students.
We have a specific co-ordinator for
Gateway. As the college Careers Advisor she is well placed to ensure
that work placements align with the student’s preferred career
pathway and ongoing monitoring takes place.

10. GOVERNANCE AND MANAGEMENT STRUCTURE AND
PRINCIPLES.
The ACE Programme has its own Programme
Coordinator and Gateway Coordinators. Both are highly experienced
educators seeking to achieve College objectives for staff and
governance matters. One of the Deputy Principals has a direct
responsibility for the ACE Programme with a direct link to the BOT.
The Advisory Committee is scheduled to meet four times a year and the
Chairperson of the Board of Trustees is a member.
11. CONSULTATION UNDERTAKEN IN PREPARATION OF THE CHARTER.
No specific consultation for the
Tertiary Charter has been undertaken because of tight time restraints.
Ongoing consultation with our students in the form of course
assessments on Tutor delivery and course outcomes is done at the end
of each course.
Requests for Community input are part of the Advertisements we place
in the local Newspaper at the beginning of each term.
The ACE Programme Coordinator participates in the Greater Wellington
ACE Network.
Advertisements will be placed in the College Newsletter to Parents and
on the College Website.
A list of Stakeholders will be placed in our local Newspaper for
consultative purposes and changes to the Charter will be made if
necessary.

NaeNae College, pursuant to section
1590 of the Education Act 1989, announces that it has identified
the following stakeholders with whom it is consulting about the
content of its Tertiary Charter, in respect to its Gateway
training opportunities and its Community Education programmes:
Parents, caregivers, local iwi, NaeNae College whanau and
thePacific Island community in Naenae, other Community education
providers such as ESOL Home Tutors and Whanau Support Services,
the Hutt Valley Business Community, Hutt Valley High School
and Taita College and current Adult students enrolled in the
NaeNae College Community Education programme.
